Satellites cover the whole state free. Drones fly only where uncertainty × value-at-risk justifies centimetre-scale — never blanket surveys.
Stage 1 — Satellite. Entire state monitored from free Sentinel-1/2 (+NISAR, ~twice per 12 days).
Stage 2 — AI detection. Digital twin flags uncertain / high-risk areas.
Stage 3 — Drone deployment. Only where resolution justifies it — priority = uncertainty × ₹ value-at-risk × farmers × urgency.
Stage 4 — Image processing. Damage, pest, waterlogging, missing plants (MRSAC standards).
Stage 5 — Physical inspection. Human expert only where necessary.
The platform checks satellite coverage first — a drone flies only when the model needs more resolution.
